Lotteries were a good option, since they provided the opportunity to raise large sums of capital at relatively low cost. They also allowed the public to enjoy the excitement of chance and indulge their fantasies about becoming wealthy. Many famous American leaders such as Thomas Jefferson and Benjamin Franklin held lotteries to raise money for public projects.

A major argument for lotteries is that they provide a better alternative to raising taxes. Unlike taxes, lottery revenues are voluntary. In addition, lottery supporters point out that there is little enthusiasm for cutting back on cherished state programs and services, whereas there is much more interest in funding those programs through the lottery.

However, it is not clear that there are sufficient benefits to justify the costs of lotteries. For one thing, the money raised is a very small portion of total state revenue. In addition, lottery proceeds tend to be spent disproportionately on lower-income and less educated groups.

Moreover, the decision to purchase lottery tickets cannot be explained by models that incorporate expected value maximization. Buying a ticket entails a significant risk, and people who buy tickets are unlikely to be maximizing their utility. A more general model that incorporates a utility function defined on things other than lottery outcomes may be able to account for ticket purchases, but that would be a more complicated analysis than the standard approach. In many countries, including the United States, winners can choose whether to receive their winnings in annuity payments or in a lump sum. Those who choose the lump sum are likely to expect that their winnings will be a smaller amount than advertised, because of income taxes and withholdings.
