Players must have at least one pair of jacks before they can open. When they do, they must then show their Jacks-or-Better. Unless they are holding a pair of kings, they can also pass.
During the first round of betting, all but one player can fold. During the next round, all but one player must call. If there are no callers, then the players can either continue or pass.
